There have been many changes in (FTC rules) the funeral industry both locally and nationwide since 1992 when the first one was published, due to the tremendous worldwide consolidation of the industry into a few large chains. The Federal Trade Commission FTC) Funeral Rule, promulgated in 1984, requires funeral homes to provide telephone quotes and price lists upon request and to itemize certain selected items. The Funeral Rule also provides that all funeral directors abide by the FTC guidelines (handing out GPLS, and other terms) or else be faced with FROP violations. The Funeral Rule Offender's Program is the only or main corrective outlet for those firms that fail to follow FTC orders. The program is administered jointly by the FTC and industry (NFDA) run. The FTC also publishes a series of pamphlets: Facts for Consumers. One is on Funerals and another on Caskets and Burial Vaults. They may be requested free of charge from the FTC Commission.

People's Memorial Association, a non-profit organization formed in 1939, is dedicated to providing simple, dignified and economical funeral service to members. PMA currently contracts for these services with a local funeral home to serve all members in Western Washington from Centralia to Bellingham. Therefore it is of interest to compare the costs from area Funeral homes to PMA costs for various funeral packages.

There are many "not for profit" memorial societies out there also.
